4. Restart both iPhones

8. Restore from iCloud instead
If direct phone-to-phone migration keeps failing, create a fresh iCloud backup on the old iPhone and choose Download from iCloud during setup.
Apple may provide temporary iCloud storage when you purchase a new iPhone, even if your normal plan does not contain enough space for a complete backup.
